Provide GIS and business intelligence solutions for a 140,000 customer refuse/recycle operation
• Developed numerous custom tools in Python, VB, and ESRI Modelbuilder to support daily enterprise business operation.
• Automated daily generation of route map books and exception reports providing up-to-date route status information..
• Integrated non-spatial data from customer billing database (AS400) with GIS (ArcSDE) adding a geospatial component to the data.
• Developed custom queries of AS400 DB2 database, developed interactive query interface for use by non-SQL users, developed applications to query billing and send custom reports.
• Implemented mobile device apps for data collection. By referencing data to high quality web maps, was able to use low precision mobile devices to provide high precision data.
• Integrated AVL tracking data with GIS for enhanced route analysis.

ENGINEERING ASSOCIATE AT CITY OF TUCSON, WATER DEPARTMENT, TUCSON, AZ – Nov 2006 – Apr 2011

Provide planning and engineering services for 230,000 customer/4500 mile water distribution network
• Performed hydraulic modeling and analysis, evaluated water distribution networks for reliable and efficient operation, provided age/failure analysis, and CIP prioritization.
• Developed and implemented GIS solutions in water resource engineering.
• Implemented GIS analysis to estimate the probability of water main failures and aid capital improvement project prioritization.
• Developed custom valve tracing tool that mapped to nearest valves that could be closed in order to isolate a broken main.
• Automated committed water system demand analysis using GIS.
• Developed custom analysis and reporting tools to produce work order summaries and water system component inventories.
• Reviewed plans and drawings for compliance with regulations and specifications, verify data and calculations, identified and resolved conflicts.

ELECTRONIC TECHNICIAN - CITY OF TUCSON, GENERAL SERVICES DEPARTMENT, TUCSON, AZ – Mar 2004 – Nov 2006

• Documented and maintained map data for City of Tucson's Metro fiber optics network.
• Coordinated "Bluestake" activities including pre-screening and utility locating.

PRINCIPAL RADIO FREQUENCY SYSTEMS ENGINEER, MODULAR MINING SYSTEMS, TUCSON, AZ – May 2002 – Mar 2003
• Performed RF propagation modeling and analysis in the design of mobile data networks. Designed/evaluated radio communication infrastructures for proprietary real-time database management system, Evaluated RF networks for reliable/efficient operation.
• Developed policies and standards for RF propagation analysis, including drive tests, mapping, reporting and presentation formats.
• Developed specifications/policies for radio systems integration and site development.

RADIO FREQUENCY SYSTEMS ENGINEER, MODULAR MINING SYSTEMS, TUCSON, AZ – Dec 1997 – May 2002

• Designed wireless mobile radio networks, developed site-specific requirements in compliance with design objectives, determined optimum node placement and link-budgets based on factors relating to customer requirements, regulatory issues, potential interference, coverage footprint and system loading.
• Implemented GIS (Geographic Information Systems) into the design process for mobile radio networks using RF propagation modeling and analysis. This provided a more accurate radio system coverage forecast for proposed network designs, the ability to communicate this “visually” to the client, and minimized the need for costly on-site evaluations. Projected annual savings $200,000. Personally involved in all phases of development, from feasibility, through proof-of-concept, to performing actual modeling and analysis.
• Engineered multi-segment data link serving 1000 km long railroad in interior Brazil. Provided feasibility study, system design, on-site evaluation.

SYSTEMS SPECIALIST, MODULAR MINING SYSTEMS, TUCSON, AZ – Dec 1995 – Dec 1997

Provide global customer support on fleet networking/communications infrastructure for proprietary real-time database management system
• Repaired, maintained, and certified mobile data communication systems and equipment for 9 regional offices globally. Troubleshot and diagnosed failures, recommended corrective/preventive actions, and followed up until resolution was achieved.
• Proposed implementation of automated QA and production testing of radios, researched equipment requirements, wrote code and test procedures, and developed working demo. Consequently, ATE testing was implemented speeding production and lowering labor costs.
• Developed curriculum and provided in-house and client training on RF related issues such as system operation, hardware maintenance and site development.
